Gangs can be created by going to Explore > Gang central > Create a gang (located at the top of the page). Price varies depending on the current number of gangs.
When a gang is first created, it will have a 31 day peace period. During this time, it can neither declare war, or be declared on. 

A new gang will start out with a capacity of 5 men, and 250 respect.

Gang upgrades: 

Members: New member slots can be purchased for $50,000 each. The amount of possible members is unlimited.

Armouries: Armouries can be purchased for 150 crystals each. The 5 armouries are: Medical, Food, Fireworks, Pets, and Drugs. All can be accesed freely by gang members.

Benefits: Each upgrade costs 1000 Respect and can be purchased up to 10 times each.

Ameliorate -- Get a % boost for all your members at the gym
Organization -- Get a better % rate of success at your Organized Crimes
Endurance -- Make your chain time + 1 minute per level

Wars:

Declaring: There is a respect penalty for declaring on a gang which has 100+ less respect than you. The declare formula is as follows: Gang A Respect - (Gang B Respect + 250)*.1 = Respect Lost

Chaining: Chaining is the best way to gain respect/attack during a war. What levels you attack does not affect respect gained, only length of the chain. 

Respect from attacks: 

hospitalizing gives most respect and moves chain counter (max 6 respect)

mug gives no respect but moves chain counter (max 0 respect)

leave gives no respect and moves chain counter (max 0 respect)

chain timer is 5 minutes and a loss breaks the chain counter.

random attacks will bring 1 respect per hit if its a mug or a hosp so warfare without chains is possible, just organized chains are by far the way to go.

Respect triggers:

3 attacks - 2 respect per hospitalization

30 attacks - 3 respect per hospitalization 

And more. (?)

What this means - When you start your chain, you will gain one respect per hospitalization. After 3 attacks, you will gain 2 respect, and so on as you hit the triggers, with a max gain of 6 respect.

How to chain:
Firstly it is best to run chains using some type of messenger service. IRC chat is the best in my opinion. Some people also use scripted chain bots that help monitor your chains by keeping a counter of how many hits have been done and alerting you if an attack is getting close to 5 minutes apart from the last.

Now lets use an example on how to chain correctly. Let's say your gang has 5 members:

Player 1 is - a
Player 2 is - b
Player 3 is - c
Player 4 is - d
Player 5 is - e

The way to gain the best respect in a chain is to rotate your attacks while chaining like this:

Player a attacks and then Player b attacks and then Player c attacks and so on until you get back to Player a and he starts the circle again.

Chaining Methods: 

Mug chain -  Since mugging counts in a chain, you could do this if you space out your attacks 3-4 minutes. By the time your hit the last person, the first would be out of the hospital, and you can start all over, on the last round of the chain, hospitalize to gain more respect. This can be helpful if you are at war with only a few gangs, and don't have many players to attack. 

Hospital chain - Pretty simple, attack and hospitalize each victim.
